In March 2019, the\u00a0Qu\u00e9bec City Convention Centre\u00a0became the athletes\u2019 village for the\u00a054th<\/sup>\u00a0Final of the Qu\u00e9bec Games<\/a>. And while it was no small feat, the Centre\u2019s staff successfully pulled it off! The event will go down in the Centre\u2019s history book as a model to follow for\u00a0health and safety measures\u00a0in a post-COVID-19 world.<\/p>\n<\/div><\/div>\n\n

\n

\u201cThis was the first time in our event\u2019s history that all athletes and coaches slept, ate and enjoyed free time at the same place,\u201d said Martial Derome, Event Coordinator for the games. \u201cIt was a monumental project from the get-go.\u201d<\/em><\/p>\n<\/div><\/div>\n\n

\n

For the nine-day event, the Qu\u00e9bec City Convention Centre was known as the Centrale des Jeux Hydro-Qu\u00e9bec, welcoming 3,300 athletes under 17 years old and their coaches. The Centre\u2019s rooms were converted into dormitories. Fifty showers were also built to accommodate athletes and coaches who didn\u2019t have access to a changing room. \u201cWe had less than a week to build showers and antechambers\u2014with makeup and hair-drying areas,\u201d said Mr. Martin Pr\u00e9vost, the Centre\u2019s Maintenance Supervisor and Assistant Director said. \u201cWe worked around the clock so that everything was ready for the games.\u201d<\/p>\n<\/div><\/div>\n\n

In addition to a huge cafeteria as well as game, entertainment and relaxation areas were also set up to cater to the athletes. \u201cIt was like we were at the Olympics,\u201d Mr. Marc Poirier, Director Building Management and Event Support at the Qu\u00e9bec City Convention Centre, recalled.<\/p>\n<\/div><\/div>\n\n

\n

Close collaboration for health and safety measures<\/h2>\n<\/div><\/div>\n\n
\n

Mr. Poirier and Mr. Pr\u00e9vost, along with their team, started working closely with the event\u2019s organization committee, regional representatives, and Qu\u00e9bec public health authorities to plan for all hygiene and safety measures. As it was the first time in the history of the games that all athletes and coaches were to stay under one roof, several protocols were set up to protect the participants health.<\/p>\n<\/div><\/div>\n\n

\n

\u201cThe event organizers notified us that there was a 50% chance that a gastroenteritis outbreak could occur. We couldn\u2019t leave anything to chance,\u201d said Mr. Poirier.<\/em><\/p>\n<\/div><\/div>\n\n\n

Secure dormitories<\/h2>\n \n
\n

“<\/em>Each participant had a<\/em> c<\/em>ot<\/em> that was numbered and had their name on it,\u201d<\/em>\u00a0explained Mr. Pr\u00e9vost.\u00a0\u201cThis enabled the Qu\u00e9bec City Convention Centre to quickly react in case an outbreak or infection arose.\u201d<\/em>\u00a0Each region of Qu\u00e9bec also had an assigned, controlled-access dormitory that was closed off from attendees from other regions.<\/p>\n

\u201cThe initial four days were dedicated to the first group of attendees. Once they finished competing, our sanitation team cleaned and disinfected the dormitories to prepare them for the second group that were to stay at the Centre for the remaining four days,\u201d<\/em>\u00a0Mr. Pr\u00e9vost added<\/p>\n <\/div>\n \n <\/div>\n <\/div>\n \n

Extra hygiene measures<\/h2>\n<\/div><\/div>\n\n

Further hygiene measures were also implemented. When athletes and coaches would leave for a day of competition, all the dormitories and common areas were thoroughly cleaned and disinfected.<\/p>\n<\/div><\/div>\n\n

\n

Hygiene stations were set up in strategic places and volunteers stood nearby to inform attendees of the importance of disinfecting hands. Disposable masks were made available to all attendees. Moreover, informative signs were hung throughout the Convention Centre to raise awareness on the importance of proper hygiene habits.<\/p>\n<\/div><\/div><\/div><\/div>\n<\/div><\/div>\n\n\n

F&B : Managing attendees\u2019 health and allergies<\/h2>\n \n

During the games, the Qu\u00e9bec City Convention Centre served up over 70,000 meals (that\u2019s 4,500 kilograms of food per day!).<\/p>\n

\u201cEvent participants provided our F&B team with<\/em> a<\/em> list of food allergies and intolerances so that our chef and his brigade could prepare special meals,\u201d<\/em>\u00a0Mr. Poirier said.\u00a0\u201cIn fact, there was even a meal station reserved solely for attendees who required special meals.\u201d<\/em>\u00a0Meals were served by staff of the Qu\u00e9bec City Convention Centre in order to mitigate the propagation of illness and infections. Signs were set up at each station and listed the ingredients in each dish.<\/p>\n

Mr. Pr\u00e9vost said:\u00a0\u201cAfter each service, the Centre\u2019s sanitation team completely cleaned and disinfected the cafeteria and dining area. Honestly, we couldn\u2019t have asked for a better team. They took care of every square inch of the Centre twice a day!\u201d<\/em><\/p>\n <\/div>\n \n <\/div>\n <\/div>\n \n

A temporary infirmary as precautionary measure<\/h2>\n<\/div><\/div>\n\n
\n

The Qu\u00e9bec City Convention Centre team, based on scenarios developed with event organizers, also built a temporary infirmary with a doctor and nurses available 24\/7. The infirmary included consultation, observation and isolation rooms.<\/p>\n<\/div><\/div>\n\n

\n

Syndromic surveillance was conducted on a daily basis. The on-site team was supported by a field epidemiologist from the Public Health Agency of Canada. Each day, coaches had to complete a questionnaire for each athlete and themselves regarding symptoms, such as fever, cough, vomiting, diarrhea, etc.<\/p>\n<\/div><\/div>\n\n

\u201cWhile the games took place before the pandemic, our health and safety protocols as well as the means we took to ensure safe food and beverage services, is a testament to the Convention Centre\u2019s dedication to attendees\u2019 health,\u201d Mr. Poirier said. \u201cOur partners, suppliers, employees\u2014and especially our sanitation team\u2014worked exceptionally well to prevent health issues and keep attendees safe. We\u2019re ready for post-pandemic events.\u201d<\/p>\n<\/div><\/div>\n\n

Mr. Derome added: \u201cThe Qu\u00e9bec City Convention Centre\u2019s team was able to instill strict hygiene standards\u2014all without affecting the attendee experience.
